Integrating all operation and data resources on the whole chain of national science and technology planning and management, to form a nationally unified database of science and technology projects, database of scientific and technological personnel, database of scientific research institutions and database of outputs from science and technology projects. By continiously promoting the inter-connection and inter-exchange of data and resourses among different Science and Technology Management Information Systems including national level, sector level and local level, and building up and improving regular data exchanges and updates mechanism for national and local science and technology management, finally we will set up a national science and technology management information system that features openness and unification, functional integrity, inter-connection and inter-exchange, safety and high efficiency.

It shall all-roundly advance building of digital resources based on full texts storage, and forming a synergic supporting system that achieves supplementation between resources in printed copies and digital full texts. Gradually strengthen the building and securing of patent analysis database, basic thesaurus, specification document, institution dictionary and software-based tools and resources. build up a state-level meta-database for scientific and technical literatures, thus forming a system for discovering and retrieving full-text resources.

It aims to intergrate and improve databases self-built by our institute, and launch research and development of standards and tools for data integration. It shall adapt to the development of emerging industries and conduct the building of characteristic databases which focus on the building of key databases for five emerging industries, namely, biomedicine, new energy vehicles, intelligent manufacture, new material and information technology.
